findings and a recommended action. Upon review of the designee's report the council shall act on the <br />appeal. The council shall not be bound by the designee's findings or recommendations. The council <br />shall decide the appeal within 20 days after the city manager receives the notice of appeal, and shall <br />set forth reasons for its decision in writing.
