<br />(2) The proposed zone change is consistent with applicable adopted refinement <br />plans. In the event of inconsistencies between these plans and the Metro Plan, the <br />Metro Plan controls. <br /> <br />Westside Neif!hborhood Plan Policies <br /> <br />2. Support improving existing housing and reducing the number of substandard <br />units. <br /> <br />The proposed amendments support this policy. The residential development standards contained <br />within the Chambers Special Area zone support the improvement of existing housing in the area, <br />including substandard housing. The standards will encourage the improvement of substandard <br />housing by requiring specific design standards for alterations to existing housing. <br /> <br />3. The City shall continue to recognize this area (Central Residential Area) as <br />appropriate for medium-density residential development and shall discourage <br />non-residential uses. This policy applies to all portions of the Central Residential <br />Area, even those properties abutting major arterials such as Chambers Street and <br />West 11th Avenue." <br /> <br />The proposed amendments support this policy. The allowable densities are within the range <br />allowed within the medium-density designation. The list of allowable land uses within the area <br />is not proposed to be changed. <br /> <br />4. The City shall encourage actions that will preserve existing residential structures, <br />including rehabilitation, block planning, infilling, and shared housing. <br /> <br />The proposed amendments support this policy. The Chambers Special Area zone focuses on the <br />preservation of the character of the existing neighborhood, while allowing compatible infill <br />development. Reductions in allowable densities within the study area and limits on lot <br />aggregations will serve to limit the construction oflarger multi-family residential complexes, <br />such as apartment buildings, within that portion of the study area to be zoned S-C/R-2. Existing <br />structures are more likely to be preserved through the application of the density limits and other <br />provisions of the draft code. <br /> <br />Jefferson Far West Refinement Plan Policies <br /> <br />Residential Policv 1. 0 "Encourage both public and private actions that will improve the <br />overall appearance of the area and the condition of residential structures. " <br /> <br />The proposed amendments support this policy. The development standards contained within the <br />Chambers Special Area zone include provisions that will improve the appearance of new <br />residential structures built in the area.
