Twenty-seven applications were received. Thirteen of the applicants indicated an interest in attending the residential focus group; 8 indicated a preference for the commercial focus group, and 6 indicated an interest in attending both. On February 24,2005 the Planning Commission approved all 27 applications to serve on the focus group and participate in the workshop. . Interaction and additional meetings with interested parties. This project generated an unusually high number of e-mail exchanges between neighborhood residents, consultants and city staff. Most of the e-mail dialogue was carried on between City staff and members of Chambers Area Families for Healthy Neighborhoods (CAFHN), an organization of area residents who were very active in this planning process. Staff received approximately 300 e-mails between September and May, many of which requested data, information, or answers to questions. In addition to the scheduled meetings with all interested parties, staff and consultants met with representatives of CAFHN on two occasions to discuss code concepts for the "East Traditional Neighborhood" area that was of greatest interest to CAFHN members. . All materials relating to this project have been posted on the Planning and Development Department Mixed Use Development website Therefore, the process followed is consistent with Goal 1. Goal 2 - Land Use PlanninI!. To establish a land use planning process and policy framework as a basis for all decisions and actions related to use of land and to assure an adequate factual basis for such decisions and actions. The record shows that there is an adequate factual base for the actions. The Goal 2 coordination requirement is met when the City engages in an exchange, or invites such an exchange, between the City and any affected governmental unit and when the City uses the information obtained in the exchange to balance the needs of the citizens. To comply with the Goal 2 coordination requirement, the City engaged in an exchange about the subject of this action with all of the affected governmental units (i.e."those local governments, state and federal agencies and special districts which have programs, land ownerships, or responsibilities within the area included in the plan.'1 Specifically, the City met several times with the Oregon Department of Transportation to insure that transportation-related investigations affecting State Highways within the study area were consistent with the State's needs. Notice of the planning process and proposed amendments have also been provided to School District 4-J; the City of Springfield, Lane Transit District, and Lane County. There are no Goal 2 Exceptions required for this action. Therefore, the amendments are consistent with Goal 2. Exhibit A-II
