committee that end when the project ends (but presumably well before any agreed to <br />strategies and actions can even begin to be implemented). <br />? <br /> The elements (or “options”) included in a strategy should relate to and support one <br />another. Better yet, success for “Option A” should also have a direct positive impact on <br />“Option D”. A strategy consisting of unrelated actions is little or no strategy at all. <br />? <br /> All that being said, there will always be trade-offs – don’t adopt a strategy that is so <br />constrained by rules or processes or “lets be practical” that the “vision” is lost. <br /> <br />4. Who would implement a strategy? <br /> <br />? <br /> The River Road/Santa Clara Transition Task Force in and of itself does not have much <br />authority to implement strategies impacting services delivered by other agencies – except <br />the authority of a well thought out and promoted strategy. The Task Force needs to <br />consult early and often, and work closely, with area service providers and community <br />members to assure the timely and consistent implementation of any strategy. <br />? <br /> The Task Force needs to think tactically about what long-term and established group or <br />groups are best positioned to carry forward its ideas – Community Organization, Special <br />District, County, City, etc. <br /> <br />5. What measures or benchmarks might be used to decide which options should become part <br />of a strategy? <br /> <br />? <br /> The benchmarks under in the 2002 Urban Services Committee report – Trust, Voice, <br />Equity, and Collaboration. <br />? <br /> The degree to which the selected options and strategies are compatible with State law, <br />regional policy, and local ordinances. <br />? <br /> The extent that options are clearly feasible within the boundaries of the two <br />neighborhoods. <br />? <br /> The elements of an effective strategy (as described under #3 above). <br />? <br /> The degree to which partners in advancing the strategy or option are to be found (see #4 <br />above). <br />? <br /> At a “gut” level, do the options just seem “feasible”. <br />8 <br />River Road/Santa Clara Transition/Heritage White Paper <br />DRAFT <br />11-24-05 <br /> <br />Service provider Review <br /> <br />
