He has formed a River Road Santa Clara Task Force <br />made up of residents from both inside and outside the city to assist him in developing a transition plan. <br /> <br /> <br />RELATED CITY POLICIES <br />The River Road/Santa Clara transition project is a very broad project which touches on all five of the <br />City’s goals. “Safe Community” is addressed in issues related to the transition of fire and emergency <br />medical services in the neighborhood and the equitable provision of police services. “Sustainable <br />Development” is at the heart of concerns related to the preservation of “neighborhood character” and the <br />protection of heritage values. “Accessible and Thriving Culture and Recreation” is addressed with <br />issues of parks and open space acquisition and development and the preservation of the services and <br />facilities offered by the River Road Park and Recreation District. “Effective, Accountable Government” <br />is addressed in several of the governance and voice issues being discussed by the task force. Finally, <br />“Fair, Stable and Adequate Financial Resources” is probably the bottom line of the ongoing debates <br />since the tax rates and charges to city residents are higher (for a higher level of service) than that paid by <br />non-city residents. This final issue was the reason for the Fiscal Analysis referred to earlier. <br /> <br />Most of the related City policies are contained in the Metro Plan, Chapter II, Plan Principals. The Metro <br />Plan is based on the premise that Eugene and Springfield, the two existing cities, are the logical <br />providers of services accommodating urban levels of development within the urban growth boundary. <br />(Fundamental Principle 6, page II-1) <br /> <br />COUNCIL OPTIONS <br /> <br />This work session is designed to allow for discussion between the City Council and the Transition <br />Manager. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends continuing the efforts of the transition project in FY07. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to continue support in FY07 for the River Road/Santa Clara Transition Project. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.
