<br /> <br /> <br />Public Participation <br />A public participation plan includes goals and methods for involving the community in the <br />transition planning process. We have also developed the following materials to facilitate public <br />outreach: a brochure, an urban services guide with a series of neighborhood maps, and a <br />collection of reference material and background reports located at the volunteer library in River <br />Road. Small-group workshops facilitated jointly by the Transition Team and the Task Force <br />began in October and will continue through the spring of 2006. These workshops are designed to <br />identify what residents value in their neighborhoods and to determine priorities and concerns. <br /> <br />The River Road and Santa Clara community organizations, informal groups of neighbors, <br />seniors, parents, and organized community groups are also hosting community workshops. <br />Outcomes of the two pilot sessions are posted on our website, and we will continue to post <br />results of the public sessions as they occur (www.rrsctransition.info). <br /> <br />Information distilled from this process will address questions critical to testing and refining <br />heritage and transition elements of the “Framework” including community priorities and <br />implementation strategies. <br /> <br />Community Visioning and Strategic Planning <br />Two major outcomes are anticipated from the Framework planning efforts: (1) a Community <br />Visioning Plan, and (2) a Strategic Transition Plan. <br /> <br />Community Vision, Goals, Policies <br />A potential outcome of the “Framework” process is the collective future vision that River Road and Santa <br />Clara residents have for livability, sense of community and neighborhood, and protection of “heritage” <br />assets. Identifying neighborhood strengths/weaknesses and opportunities/constraints will be fundamental. <br /> <br />Strategic Transition Plan <br />The transition plan will include a vision statement, goals, and strategies to achieve the mission, as well as <br />an implementation plan with short-term, interim, and long-term strategies and actions that fulfill <br />benchmarks of voice, equity, trust, and collaboration. Issues and concerns such as the annexation process <br />will be addressed through creative solutions that maximize community support and minimize impacts. <br /> <br />Project Timeline – What’s Next <br />Our target for preparation of the first complete draft of the “RR/SC Framework” is June 2006. <br />Subsequently, a statistically valid opinion survey will test basic concepts and priorities, and <br />background reports will document the process and highlight major outcomes. <br /> <br />Preparation of a Conceptual Transition Plan with ample opportunities for refinement and public <br />review is anticipated for the remainder of 2006 and 2007, including adoption of a RR/SC <br />Transition Plan. <br /> <br />Attachment: Rapp White Paper – River Road/Santa Clara Transition and Heritage Strategy <br /> <br />
