5.0 Basis of Planning <br /> <br />5.1 Basis for Design <br /> <br />5.1.1 Existing Regulatory Requirements <br />The WPCF discharges to the Willamette River at river mile 178. The discharge is permitted <br />under an NPDES permit issued by the DEQ. DEQ issued a renewed NPDES permit for the <br />WPCF in May 2002. The previous permit expired in 1997, and the current NPDES permit <br />(No. 102486) expires December 31, 2006. The discharge limitations and requirements for the <br />WPCF's current NPDES permit are summarized in Table 5.1.1-1. These discharge limitations <br />and requirements are defined for three categories of wastewater sources: <br /> <br />1. Treated effluent: outfall 001 [diffuser and Outfall 00lA (bank outfall)] <br />2. Reclaimed water: outfall 101 (Level II) and outfall 102 (Level III) <br />3.
