5.0 Basis of Planning 5.1 Basis for Design 5.1.1 Existing Regulatory Requirements The WPCF discharges to the Willamette River at river mile 178. The discharge is permitted under an NPDES permit issued by the DEQ. DEQ issued a renewed NPDES permit for the WPCF in May 2002. The previous permit expired in 1997, and the current NPDES permit (No. 102486) expires December 31, 2006. The discharge limitations and requirements for the WPCF's current NPDES permit are summarized in Table 5.1.1-1. These discharge limitations and requirements are defined for three categories of wastewater sources: 1. Treated effluent: outfall 001 [diffuser and Outfall 00lA (bank outfall)] 2. Reclaimed water: outfall 101 (Level II) and outfall 102 (Level III) 3.
