7. RECOMMENDED PLAN <br /> <br />Farm pump station (under construction), and the purchase of four hose reel application <br />systems. Future needs to continue developing the site to receive liquid biosolids include the <br />following facilities: <br /> <br />· Site preparation of an additional 260 acres for further liquids biosolids application <br />· Addition of four hose reels <br /> <br />Table 7.3.1-1 summarizes the existing and proposed 2025 unit processes, equipment, and <br />design criteria. <br /> <br />7.3.5 Seasonal Industrial Waste Facility <br />The SIWF provides long-term program flexibility for MWMC's biosolids and effluent reuse <br />program and selling the land is not recommended. The recommended beneficial use of the <br />facility includes land application of approximately 1.25 mgd of Level II reuse effluent. A <br />reclaimed water pipeline is already in place from the existing WPCF to the SIWF, and with <br />fairly minimal additional investment it could receive effluent. Retrofitting the sprinklers on <br />the center pivots would be required. It would also be financially beneficial to investigate <br />adding the S1WF to the WPCFs NPDES permit to decrease annual permit costs At some time <br />in the future, MWMC may want to consider implementing modifications at the facility that <br />would allow the site to receive liquid biosolids for land application. Table 7.3.2-1 <br />summarizes the existing and proposed 2025 unit processes, equipment, and design criteria. <br /> <br />7.4 Recommended System Improvements <br /> <br />7.4.1 Peak Flow Management Improvements <br />Recommended liquids and solids treatment process improvements combine to form an <br />overall facility base solution used to treat normal dry and wet season flows and loads. <br />PWWFs require additional facilities to handle low frequency, short duration, but high peak <br />flow events. The recommended strategy for treating PWWF events in excess of the facilities' <br />base treatment capacity is to implement a dynamic flow management strategy that <br />optimizes the primary and secondary treatment capacities. This flow management strategy <br />is shown in Figure 7.4.1-1. Additional new facilities required to implement the <br />recommended peak flow management strategy include the following: <br /> <br />· Pretreatment diversion pump station and pipeline from pretreatment to aeration basins <br /> <br />· Primary treatment diversion pump station and pipeline from primary effluent box to <br /> new high-rate disinfection structure <br /> <br />· Effluent blending and outfall structure <br /> <br />· Additional bank outfall <br /> <br />Operational practices during peak flow events require that PWWFs in excess of the primary <br />clarifier capacity (estimated between 134 -160 mgd) be diverted from preliminary treatment <br />directly to the aeration basins for secondary treatment. PE flows in excess of the secondary <br />treatment capacity (estimated at 165 mgd) are to be diverted around secondary treatment <br />for separate disinfection and subsequent blending with disinfected SE.
