How is this 2004 Facilities Plan different from previous <br />planning efforts? <br />This 2004 Facilities Plan is the culmination of a series of planning efforts that began in the <br />mid 1990s. In the early 1990s it was clear that MWMC wastewater management facilities <br />and operations were beginning to experience some areas of capacity limitations, and yet <br />slower than expected growth was occurring. Also, new water quality concerns and <br />regulations for the Willamette River were beginning to emerge. In an effort to begin <br />understanding the implications and potential costs of the changes, MWMC undertook a <br />general master planning study focused primarily on the Water Pollution Control Facility <br />(WPCF). The Master Plan, completed in 1997, identified the need for additional peak flow <br />treatment capacity and the need for identifying cost-effective collection system infiltration <br />and inflow (I/I) removal methods. This Master Plan did not address several of the key <br />regulatory requirements that are now or will soon affect MWMC. <br /> <br />To complementing the Master Plan, an additional plan was prepared to address biosolids <br />management strategies and establish treatment policies. Examples of policy direction that <br />were recommended by the citizen's advisory committee (CAC) and adopted by the <br />Commission include developing a biosolids dewatering facility and establishing a <br />designated biosolids land application site. MWMC completed the dewatering faciity and is <br />in the process of completing implementation of the dedicated land application site.
