<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Action: Interim Appointment to Human Rights Commission <br /> <br /> <br />Meeting Date: January 9, 2006 Agenda Item Number: 6 <br />Department: City Manager’s Office Staff Contact: Mary Walston <br />www.eugene-or.gov Contact Telephone Number: 682-5406 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This is an action item to make an interim appointment to the Human Rights Commission. <br /> <br /> <br />BACKGROUND <br /> <br />When needed, interim appointments to boards, committees and commissions are made outside of the <br />regular annual recruitment process. In late October 2005, one member of the Human Rights <br />Commission resigned from the commission. <br /> <br />Interim appointments for vacancies on the Human Rights Commission, unlike other advisory bodies, are <br />outlined in the Eugene City Code. Section 2.270 states “the council shall appoint, within 90 days of the <br />position becoming vacant, a person to complete the member's unexpired term from the non-commission <br />members of the commission's standing committees.” <br /> <br />Notice of the vacancy on the Human Rights Commission was provided to all members of standing <br />committees of the commission who were eligible to serve on the commission. Five current members of <br />the commission subcommittees indicated a desire to be considered for the vacancy. <br /> <br /> <br />RELATED CITY POLICIES <br />No policy issues are related directly to this appointment. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council can appoint an interim appointment from the list of persons or can continue the <br />recruitment for the vacancy. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends making the selection for the vacancy from the pool of five applicants; <br />no recommendation is offered on the specific candidates. <br /> <br /> <br /> <br /> <br /> L:\CMO\2006 Council Agendas\M060109\S0601096.doc <br /> <br />
