When vacancies on the Human Rights Commission occur, the Eugene Code requires the
City Council to "., . appoint within 90 days of the position becoming vacant a person to complete the
unexpired term from the mernbership of the commission's standing committees." in order to expedite the
appointment process, the council's past practice has been to solicit recommendations for interim
appointments from the comrnission members.

As you are avv'are, the HRC is charged with representing the needs and concerns of aU people in Eugene,
especially those who are made vulnerable because of race, gender, disability, sexual orientation, gender
identity, marital status, and familial status. Representation from various vulnerable communities on the
commission helps ensure that many voices and issues are heard, The commission values individuals who
bring their issues to the table and at the same time exhibit a willingness to work on a broad range of
topics,

We are pleased with the skills and passion of the program members who have expressed interest in
serving on the commission. \\le consider ourselves tlJrtunate to have such members as petri of our
program. The Agenda Committee requests lhat Paloma Reza be strongly considered, Paloma has been an
active member of the Human Rights Suppoli System for the past year and has provided her assistance fix
a number of commission events and subcommittees. Her protessional experience as an education
assistant at HJV Alliance, her work on a variety of human rights issues, and her experiences as a
University of Oregon student studying ethnic studies and political science make her a highly qualified
candidate,

Please know tbatwe think very highly ofRyoko 'rakahashi, Ken Neubeck, Stephen Smith, and Azra
Khalidi. All f{)ur are current l.hlman Rights Support System advocales and their service is valued in those
current roles.

Please contact me or other commissioners if you have specific questions.
