Appendix E <br /> <br /> Parks System Charge Detail <br /> <br />1.0 Formula <br /> <br />The parks SDC is determined based on the level of service and the cost for each component <br />listed in Table-1-4~::i?1. These components are identified in the 1989 Parks and Recreation Plan. <br />Included are neighborhood and community parks, and special facility areas which encompass <br />facilities such as tennis and basketball courts, softball diamonds and soccer fields. A parks <br />SDC is collected from residential development only. The basis of the charge is equivalent <br />dwelling units (EDUs). <br /> <br />Table -1-4-~?f' contains the current Eugene planning area standards for neighborhood and <br />community parks. Standards for special facility areas, also shown in Table -14-~;~i.!, were <br />developed by dividing the current planning area facility count by the current population to arrive <br />at the current level of service per thousand population. <br /> <br />This standard was then multiplied by the per-acre cost for land acquisition/development or the <br />per unit cost of each component to get the cost per 1,000 population. Then the per capita <br />amounts were derived by dividing by 1,000. The per capita component costs were then <br />summed to arrive at a cost impact per capita. <br /> <br />To calculate the cost per equivalent dwelling unit (EDU), the Total Charge per Person is <br />multiplied by the average number of persons per household, for the city. The population <br />records serve as the basis for deriving the average number of persons per dwelling unit, used in <br />the parks SDC analysis. <br /> <br />City of Eugene SDC Methodologies Parks, ' <br /> <br /> <br />
