There are no coastal, ocean, estuarine, or beach and dune resources related to the property effected by this ordinance. Therefore, these goals are not relevant and the ordinance will not affect compliance with Goals 16 through 19. (2) The refinement plan amendment is consistent with the applicable provisions of the Metro Plan. Parks and Recreation Facilities Element 1. Develop a system of regional-metropolitan recreational activity areas based on a facilities plan for the metropolitan area that includes acquisition, development, and management programs. The Plan should include reservoir and hill parks, the Willamette River Greenway, and other river corridors. In June, 2003, the cities of Eugene and Springfield and Lane County adopted Rivers to Ridges, a metropolitan regional parks and open space study. Rivers to Ridges was developed based on extensive public input with an intended purpose of setting forth what open space areas are vital to maintaining the regional quality of life and devising methods to ensure these areas remain intact for future generation. The PROS Comprehensive Plan does not amend Rivers to Ridges. The PROS Comprehensive Plan contains the following strategies that ensure consistency with Rivers to Ridges while also addressing this Metro Plan policy: H-22 Continue participating in regional open space efforts with Rivers to Ridges partner agencies. I-11 Coordinate planning efforts with other City departments and regional agencies, especially in support of the Rivers to Ridges region vision. I-13 Maintain a regional planning approach by coordinating with Oregon State Parks, River Road Park and Recreation District, Willamalane Park and Recreation District, Lane County Parks and other neighboring jurisdictions. I-22 Work with Lane County and property owners of local gravel mining operations located north of Eugene’s urban growth boundary along the Willamette and McKenzie Rivers, to explore the recreation potential of those sites once mining operations are concluded. 2. Local parks and creation plans and analyses shall be prepared by each jurisdiction and coordinated on a metropolitan level. In 1989 the City adopted the Eugene Parks and Recreation Plan as the City’s local park and recreation plan. The PROS Comprehensive Plan, being adopted by the proposed ordinance, replaces the 1989 Plan as the City’s local park and recreation plan. Exhibit A to Ordinance No. ___ 6 of 10
