<br />intended to comply with state statutory system development charge (SDC) requirements set forth at ORS <br />223.304 and ORS 223.209. <br /> <br />If the project list required by ORS 223.309 were to be included in the PROS Comprehensive Plan, it <br />would, by its location in the PROS Comprehensive Plan, be adopted as a land use decision. This would <br />mean that the project list would be subjected to the land use plan amendment process every time the City <br />Council wanted to change the priority of a proposed project because of funding opportunities or <br />demographic changes. So that the City Council can avoid having to go through the land use process <br />every time that it wants to amend the project list, the City Council is being presented with the PROS <br />Projects and Priority Plan (which includes the project list) separately from the PROS Comprehensive <br />Plan. <br /> <br />The Projects and Priority Plan is proposed for adoption by City Council resolution. Although a public <br />hearing is not legally required for this process, one will be held to ensure that the PROS Project and <br />Priority Plan is reflective of the community input that was collected over the last several years. This <br />public hearing is scheduled for March 13, 2006. Amendments to the PROS Project and Priority Plan <br />will be made by City Council Resolution. Whether or not a public hearing is held on a proposed <br />amendment will be a council decision. The project list will be required to be updated each time the SDC <br />methodology is updated. This process includes public hearings and occurs approximately every five <br />years. Another opportunity for amending the project list may occur with the annual budget process. <br />This process also includes public hearings. <br /> <br />A number of public hearing participants directed their public testimony at park and open space services <br />in the Santa Clara area. Much of this testimony was based on Table B-2 (attached to this AIS as <br />Attachment C), which established a baseline of the parks and open space inventory as of June 2004. <br />This table only reflects the parks and open space inventory as of June 2004; it does not reflect any <br />intended future actions in the planning areas. The strategies for the enhancement of parks and open <br />space in all of the planning areas, including Santa Clara, are described in Chapter 4 of the PROS <br />Comprehensive Plan. For council reference, a map of existing park and school service areas in the Santa <br />Clara area is attached to this AIS as Attachment D. Additionally, a Santa Clara Park Update <br />Memorandum, prepared for the council in November 2005, is attached to this AIS as Attachment E. <br /> <br /> <br />RELATED CITY POLICIES <br />The PROS Comprehensive Plan will replace the Eugene Parks and Recreation Plan, which was adopted <br />by the Council in 1989 as a refinement to the Metro Plan. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />A. Adopt the proposed ordinance that repeals the 1989 plan and replaces it with the PROS <br /> Comprehensive Plan as a refinement to the Eugene-Springfield Metropolitan Area General Plan, <br /> amends Section 9.8010 of the Eugene Code and repeals Section 9.9550 of the Eugene Code. <br /> <br />B.
