a)The PROS Plan uses the term strategies instead of policies. The PROS <br /> <br />Plan Strategies contain most, if not all of the same general content as the <br />“policies” in the 1989 Plan. Strategies is a more appropriate term because <br />of their aspirational nature. The same was true for the 1989 policies which <br />have no practical effect on subdivision, partitions or site review <br />applications. Chapter 9 regulations serve as the implementation of parks <br />related requirements. <br /> <br />The PROS Plan contains 14 strategies which specifically address the <br />Ridgeline Trail. These strategies are the methods, resources, processes, <br />and systems the City will deploy to achieve our community’s vision and <br />goals. Specific actions related to the ridgeline trail are identified in the <br />PROS Project and Priority Plan. This Plan is available on the City’s <br />website. It is proposed for adoption by Council Resolution. Although a <br />public hearing is not legally required for this process, one will be held and <br />is currently scheduled for March 13, 2006.
