residents of Santa Clara are ready to roll up their sleeves and work on a real park plan for our area. One
that comes from the daYNto--day experiences of tho folks living there. This PROS plan does not come from
that place of grass roots ex-perience and real needs analysis.

It is easy for me to become myopic about the nnmet needs of my OW'll neighborhood, but I would be remiss
in my :responsibilities as a member of the larger community of Eugene iff did not also address the
inadequacies of this plan as pertain to other Eugene neighborhoods. Just as the protC\.,."tion of fannlands is
uppermost on my priority list and sometlring that everyone who eats should value, I realize that the
sensitive :resource lands of the South are of tremendous importance to my area, It seems that this PROS
plan, at its most pleasant and hopeful stage (visioning, not implementation) does not pass the citi7.-euo
support sniff test When it comes time for implementation of said plan, one could probably predict a future
of adversarial confrontations instead of 'wHUng collabomtion.Personally, I prefer the latter and find that it
creates better outcomes for us all. I want the 20 year vision for Parks in my city to be a success. I want it
to meet the needs of the residents and reflect their considered input and ongoing work to better their O\'\,'ll
neighborhoods.

Please consider asking the Parks department to make that Kil1d of collaOOf'dtion a reality by presenting us
with a more substantive plan that provides a means to the cnd.

Thank you for your consideration,

~~
