ATTACHMENT A ORDINANCE NO. _______ AN ORDINANCE ADOPTING A NEW PARKS, RECREATION AND OPEN SPACE PLAN (“PROS COMPREHENSIVE PLAN”) AS A REFINEMENT OF THE EUGENE-SPRINGFIELD METROPOLITAN AREA GENERAL PLAN; REPEALING RESOLUTION NO. 4127 AND THE EUGENE PARKS AND RECREATION PLAN ADOPTED THEREIN; AMENDING SECTION 9.8010 OF THE EUGENE CODE, 1971; REPEALING SECTION 9.9550 OF THAT CODE; ADOPTING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. The City Council of the City of Eugene finds that: A. Portions of the current Eugene Parks and Recreation Plan were adopted by Resolution No. 4127 on July 10, 1989 as a refinement to the Eugene-Springfield Metropolitan Area General Plan (Metro Plan). B. Since the summer of 2002 the City has been engaged in a comprehensive planning process to identify future needs for parks, open space and recreation programs and services. The attached PROS Comprehensive Plan was developed based on the results of public outreach to thousands of residents of the City through meetings with neighborhood organizations, and City representatives meeting with various youth, seniors, adults, people with disabilities and cultural minority interest groups. C. The attached PROS Comprehensive Plan will provide long-range direction for future strategies and actions to improve parks, provide recreation opportunities, and protect natural resource values, and will replace the 1989 Eugene Parks and Recreation Plan as a refinement to the Eugene-Springfield Metropolitan Area General Plan. D. On September 15, 2005 the PROS Comprehensive Plan was referred to the Planning Directors of the City of Springfield and Lane County for review for consistency with the Metro Plan. Notice of the proposed Plan adoption was delivered by the City to the Land Conservation and Development Commission on September 2, 2005. Notice of the Planning Commission public hearing was published in the Register Guard on September 21, 2005. E. In addition to the above, the PROS Comprehensive Plan and related materials have been made available on the internet through the City’s web site. F. Based on the public testimony received, and the recommendations of the City’s Planning Commission, and Planning Division staff, the City Council finds that the PROS Comprehensive Plan is consistent with the Eugene-Springfield Metropolitan Area Ordinance - 1
