<br />As a land use planning consultant, I support and believe in land use planning. ClIO'Nth
<br />in this area wiH continue to occur, and the key to manar:,ring this growth is to plan
<br />comprehensively for this grovv'th; provide thr adequate transportation, housing, jobs,
<br />open space, etc. in a balanced way.
<br />
<br />I am very disappointed and concerned because, for reasons r win not idtmtify here, tbe
<br />community has gone away from doing planning in a comprehensive manner. We have
<br />not been looking at all of the elements that must be provided for in a community,
<br />Long-range street/ transportation needs, including bridges, sanitary sewers,
<br />stonmvater treatment, potable "vater supply, electrical, open space, and parks are being
<br />looked at piece-meal (i,e., while ignoring the others), The connnunity has been
<br />looking at only a single aspect one at a time and are, therefiJre, making judgments that
<br />this one aspect or element is more impoItant than Hw other clernents. In today's
<br />environment of limited tax dollars, alJ of the elements must be in balance, properly
<br />prioritized and, as the Mayor continues to cOITectly remind us, our planning effOIts
<br />must be sustainable.

<br />The City of Eugene Parks, Recreation, & Open Space (PROS) Comprehensive Plan is
<br />the latest example ofthis type of disconnected planning, To add insult to injury, the
<br />use of the title "Comprehensive Plan" in the PROS plan is a misuse of the use of the
<br />word "comprehensive" and distorts how Oregon's Land Use Planning La'\v '\vas
<br />intended to be used, Oregon Revised Statutes 197.en 5(3) detlnes "comprehensive
<br />plan", The definition reads as foHows:

<br />"Cornprehensive plan" means a generalized, coordinated land use map
<br />and policy statement of the govcming body of a local government that
<br />interrelates aU functional and natural ~:ysV;ms :,l11d activities relating to
<br />the use of lands, including but not limited to sewer and '\vater systems,
<br />transportation systems, educational faci1ities~ recreational t~lcilities~ and
<br />natural resources and air and water quality management prograrns.
<br />"Comprehensive" means all-inclusive, both in terms of the geographic
<br />area covered and functional and natural activities and systems
<br />occurring in the area covered by the plan."
