The City's Planning Commission has r(~quested that the PROS Plan count in its inventory <br />of Eugene's available open spaces nearhy lands owned and controlled by the Federal <br />Bureau of Land Management. We considered that issue and deliberately chose not to <br />include such non-city pla(.~es. It was felt that, even though one ,"vould hope that those <br />places would continue to be kept in the same condition and operated so as to permit. the <br />same levels of public usage, there are no guarant.ees. The fact these areas are available to <br />City residents now does not mean they will be so forever, nor does the existence of such <br />places outside the city address what happens within Eugene's boundaries. Our feeling <br />was this plan must. provide for the best quality oflife possible inside the cit.y, and rnust do <br />so in the earliest timeframe possible in order not to lose oppOltul1ities or raise costs. <br /> <br />3. When the Comprehensiv(~ PROS Plan you are now considering was originally drafted it <br />contained much detail about a wide variety of specific programs and projects our <br />committee considered innovative, exciting and suiting the city's various tastes and needs. <br />Most ofthat detail was subsequently removed. iTom the plan and the tiraJl you are <br />considering leaves those matters for later debat.e :md deciding. I believe the PROS staff <br />was right to remove aU that detail hecause leaving it in invit(~d attacks on each separate <br />piece, which could have significantly delayed the adoption process. Worse stm, ther(~ <br />was a great risk that no plan could ever be approved hecau.<;e no one would aUow that if <br />tbey were not pleased with some part of it. We need a long-term PROS plan, and 1 feel <br />the one before the City Council is an effort worthy of adoption.
