Maybe in the next 16-20 vears we will include "Plant and .Animal Habitat" in the title and finally
." ,
give it the recognition and attention it deserves. The cunent proposed plan should balance
passive and active recreation land needs on the total costs (purchase, development, operation and
maintenance) incuned. These sbould not be balanced based on acreage! I question the
methodology of inventorying and goal of equitable distribution of park resource types being
proposed.

I have to object to the development of Striker Field in the Wlllakenzie area, as this proposed
project is not supported by the data received during public comment on the drall PROS Plan
when it 'Nhen to the separate project district areas. I am applauded by the .fact that without public
notice the Parks Department staff can re-designate a neighborhood park to a community park
without due public process! This would create three Sports Park Facilities within a 2 mite radius.
That is excessive, particularity when the Beltline and Coburg Road is already a congestion
nightmare!

I did not see how the plan is going to address the inherit conflict of City's goals of creating
greater housing and population density while retaining and expanding the need for parks,
recreation and open space.

I\vould like to request that the record remain open until sllch time that the Proposed Plan and
Project list can be considered at the same time. This would also ensure enough time to take into
consideration the policies that need to be put hack into the plan.

Respectfully,

~~

540 Antelope Vlay, Eugene, OR 97401
(541) 484-0769

Page 2 oU
