<br />friends of eugene <br /> <br />December 30, 200S <br /> <br />M:ayor and Citv Council <br />" -' <br />City of Eugene <br />c/o Carolyn Weiss, Parks Planning <br />carolyn.j. weiss@ci.eugene.or.us <br /> <br />He: PROS Plan 200.5 <br />Council Bill 49'14 - Ordinance Adopting New' Parks, Recreation and Open Spao.~ Plan <br /> <br />Df.'ar Eugene Mayor and City Council, <br /> <br />With a1l1ve have learned since '1989 about the need for sustainability in developmentl <br />about the impact of humankind on Earth;s biospherel and about the reciprocally deep <br />utility of parks and open space in achieving human health and welfare, we should be <br />clarifying, strengthening, and extending our parks planning policies, especially with <br />regard to open space and recreational conservation areas. <br /> <br />As stewards of this special place for our own time here, we must not move forward <br />with a plan that d.rop~ and diminishes key considerations related to sustainability in our <br />urban I nature interfaces. <br /> <br />We question whether in its essence this plan even points in the same direction as our <br />adopted slogan, "the\vorld's greatest city of the arts and outdoors". But whether this <br />plan is adequate to help us rea(;h toward that aspiration is beyond question. It is not. <br /> <br />Policy Shodcomings <br /> <br />At the most basic levet the proposed PROS Plan 2005 fails to layout dear and effective <br />strategies to achieve fundarnental community goals, <br /> <br />Just as one example, there is no expression of a clear vision or implementation <br />approach for connecting the Ridgeline Trail to the \-vest and east of the existing <br />SperKer's Butte i Blanton Heights segment. As rapid subdivision fiUs up the ridgeline <br />areas, it will take timely and decisive action by the city to fulfilJ the long-envisioned <br />community goal of a ridges component in the Metro "Rivers to Ridges" trail corridor <br />strategy. Many in our community see this as one of the primary outstanding parks <br />planning challenges.
