<br />Attachment A <br />Police Auditor Job Description Recommendations <br /> January 12, 2006 <br /> <br />DEFINITION <br /> <br />The police auditor is a newly created position that is hired by and reports to the City Council as <br />established by the Eugene electorate through a revision to the City Charter on November 8, 2005. <br /> <br />Option #1: Simplified Charter <br />(Commission Preferred Option) <br />The police auditor provides independent, external oversight of investigations of complaints involving <br />police employees. The auditor’s responsibilities include to: receive, classify and route complaints <br />about police employees; monitor internal investigations by reviewing investigatory materials, <br />participating in interviews, and when appropriate, requiring the city to undertake additional <br />investigation; make recommendations following the investigation to ensure objective, thorough and <br />high quality investigations; prepare reports on complaint trends and police practices in general; and <br />provide staff support for the civilian review board. <br /> <br />Option #2: Commission Report <br />The police auditor position is a full-time, professional position that is part of a hybrid police oversight <br />system independent from the city organization. The role of the auditor office is to: receive and <br />classify complaints about police employees; monitor and participate in on-going internal affairs <br />investigations to promote quality assurance and the fair and timely resolution of complaints; and <br />identify policy, practice and training changes to facilitate systemic changes and improve police <br />services to the community. The auditor will provide staff support to a 5-7 member civilian review <br />board. <br /> <br />Option #3: Charter Language Verbatim (Attached) <br /> <br />DISTINGUISHING CHARACTERISTICS <br /> <br /> This high-visibility position is characterized by the auditor’s ability to provide fair and objective <br />o <br />oversight of the police complaint process, build credibility among diverse audiences, and instill <br />public confidence in the complaint system. <br /> The responsibilities of the police auditor are broad in scope and require the highest degree of <br />o <br />independent judgment, personal integrity, and accountability. <br /> The auditor performs work that is cross-disciplinary, highly complex, and often involves issues <br />o <br />that are sensitive and confidential. <br /> <br /> <br />GENERAL DUTIES AND RESPONSIBILITIES <br />(The position may not include all the duties listed, nor <br />do the examples cover all the duties which may be performed.) <br /> <br /> Plans, implements and oversees the operations of the Auditor’s Office, which receives <br />o <br />complaints about police employee conduct; establishes program priorities and procedures; <br /> <br />manages the implementation and evaluation of work programs to achieve program objectives. <br /> <br />
