Attachment A <br />Experience <br /> A minimum of five years progressively responsible experience performing investigative <br />o <br />functions and/or managing complex investigations is required. <br /> <br />Additionally, it is preferred that candidates have: <br /> Experience researching and analyzing criminal, employment, constitutional and/or <br />o <br />administrative law; <br /> Knowledge of police operations, policies and procedures; <br />o <br /> Experience investigating personnel-related matters in a pubic agency. <br />o <br /> <br /> <br />OTHER REQUIREMENTS <br /> Candidates are subject to a background investigation. <br />o <br /> <br />Regarding screening out candidates who may have a real or perceived bias: <br /> Option 1: Candidates cannot have formerly been a sworn officer in a Lane County law <br />- <br />enforcement agency; <br /> Option 2: Candidates cannot have formerly been a sworn officer in a State of Oregon law <br />- <br />enforcement agency; <br /> Option 3: Candidates cannot formerly have been a sworn law enforcement officer; and/or <br />- <br /> Option 4: Candidates may not have any recent background or affiliations with the City of <br />- <br />Eugene police department that would hamper their ability to be neutral and objective in <br />performing their duties as police auditor. <br />(Commission Preferred Option) <br /> <br /> It is highly desirable for the successful candidate to establish and maintain residency within the <br />o <br />City of Eugene; in any event, s/he is required to be able to respond from his/her residence to <br />2 <br />City Hall in fifteen minutes. <br /> <br /> <br />2 <br /> City executive directors are required by Charter to reside within the city, a value that is supported by the Police Commission. <br />Additionally, a residency requirement is consistent with the expectation that the auditor promptly respond to the scene of critical <br />incidents. There is, however, the possibility that including a residency requirement may discourage qualified candidates seeking a <br />more rural living environment from applying for the auditor position. This language attempts to balance these issues and is presented <br />as an optional consideration. <br /> <br />
