Mr. Klein indicated that the motion would allow for that. <br /> <br /> Roll call vote; the amendment to the motion passed unanimously, 7:0. <br /> <br />Ms. Jerome called attention to the effective date for the ordinances, and recommended January 1, 2006, as <br />the effective date, rather than effective upon acknowledgement by the State. Councilor Kelly asked how <br />long such an acknowledgement would take. Ms. Jerome indicated that staff expected an appeal to be filed <br />and it could be six or eight months before acknowledgement could occur. <br /> <br />Councilor Kelly, seconded by Councilor Taylor, moved to amend the language for Section <br />25 of the ordinance as suggested by legal counsel. Councilor Papé reiterated <br />Councilor Poling’s request that action not be taken on the next agenda item. Speaking to earlier comments <br />made by Councilor Kelly about Councilor Poling’s request to delay action on the item, Councilor Papé <br />pointed out that when Councilor Poling made the motion to place the Goal 5 inventory item on the schedule, <br />he did not know of the amendments that would be offered to the body. <br /> <br />Councilor Bettman said that the council had applicants for committee positions who had “stepped up to the <br />plate” to provide a valuable community service for no compensation, and Mr. Monk had stayed through the <br />entire proceedings waiting to see if he was going to be appointed. She thought the council should move <br />forward as long as it had a quorum. <br /> <br />Mayor Piercy believed that the next item would only take a few minutes. <br /> <br />Roll call vote; the motion to extend time passed, 5:2; councilors Solomon and Papé voting <br />no. <br /> <br />Councilors Solomon and Papé left the meeting. <br /> <br /> <br />8.
