3.615 Purpose and Scope. The purpose of this code is to protect the <br />hea th, safety, property and wet fare of the public by establishing <br />standards for the design, quality of materials, construction, location, elec- <br />tri fi cati on, i 1 ] umi nati on and maintenance of all signs and sign structures <br />not Located within a building. The council, after due deliberation, and <br />of ter a publ i c hearing, hereby finds and declares : <br />~ a} That the people of the city have a primary interest i n <br />control]ing the construction, location and maintenance of outdoor <br />signs in a manner designed to protect the public health, safety and <br />morals and to promote the public wet fare. <br />~ b} That the development of the city has resulted i n an i n- <br />crease i n the number of businesses i n the city, with an increase <br />i n the number and size of signs advertising business activities, <br />creating conf 1 i cts between advertising signs themselves and between <br />advertising signs and traffic regulating devices. <br />~ c } That i t i s necessary to provide equity and equality i n <br />displaying identification signs by establishing regulations vn size <br />and location of such signs. <br />~ d} That i t i s necessary to the pub] i c safety that official <br />traffic regulating devices be easily visible and free from nearby <br />visual obstructions such as blinking signs, an excessive number of <br />signs, or signs in any way resembling official signs, <br />fie} That the construction, erection, and maintenance of large <br />outdoor signs, suspended from or placed on top of buildings, wa11s <br />or other structures constitutes a direct danger to pedestrian <br />traffic below such signs, especially during periods when winds of <br />high velocity are prevalent. <br />~f} That the uncontrolled erection and maintenance of large <br />signs seriously detracts from the enjoyment and pleasure of the <br />natural scenic beauty, <br />fig} This code is enacted to provide for fair and equal treat- <br />ment of sign users and for a reasonabl a period of time for the <br />elimination of nonconforming signs and for the amortization of <br />investment i n said signs, <br />~ h} That this code sha11 apply to the design, quality of <br />materials, construction, 1 ocati on, electrification, i 11 umi nati on <br />and maintenance of all signs and s7 gn structures to be 1 orated <br />within the city. <br />8,620 Definitions, <br />A11ey, A public way for automobile traffic used for secondary <br />access to the rear or side of property, or, i n the case of an al 1 ey <br />access parcel, for primary access. <br />Banner.
