Billboards and Other Off-Premises Signs <br />8,695 General . Bi 1 lboards are non-identity signs which advertise goods, <br />pro acts or services which are not sold, manufactured or distri- <br />buted on or from the premises or faci 1 i ti es on which the signs are located. <br />Because the advertising of goods, products or services i s considered i nci - <br />dental to the primary purpose of signs for identification, bi 11 boards are <br />and y allowed along pri nci pal highways where they can provide i nformati an <br />concerning goods, products or services to the traveling public, and along <br />certain specified industrial arterials where they can be located without <br />unduly adding to the density of signs, creating distractions, or conflicting <br />with residential uses. <br />8.700 Regulations. Billboards and other off-premises signs shall conform <br />tote o awing regulations: <br />~a} Si]lboards shall be located to comply with all yard and <br />special setback requirements of the zoning ardi Hance. Wherever <br />there exi sts a confl i ct between the setback required by the zoning <br />ordinance and that required by this code the greater setback shall <br />be applied. <br />4b~ Billboards and other off-premises signs shall comply with <br />sections 8, fi90 to 8.845 i n addition to other sections sped f i cal 1 y <br />referred to i n sections 8, fi95 to 8.705. <br />~c~ Billboards shall be permitted within areas designated as <br />"Highway Oriented District" and on the following streets north of <br />llth Avenue i n the "Yndustrial District" -Garfield, Seneca, Obie, <br />and Bertelsen Road. <br />~ d~ I n the highway oriented district the total surface area <br />of all signs other than the identity sign, including bi 11 board <br />signs and other off-premises signs, shall not exceed three square <br />feet for each 1 i Heal foot of street frontage. None of these signs <br />shat l be located less than 15 feet from the front property line. <br />~e~ The maximum surface area for a billboard, including the <br />frame or trim, shall be 672 square feet; maximum height shall be <br />30 feet above grade. <br />~f~ There shall be not over 1,300 square feet of billboard <br />surface area facing one direction i n any one~Mal f mi 1 e of highway <br />oriented district street frontage or on the streets named i n sub- <br />secti on ~ c~ above. Such surface area shall be included i n comput- <br />i ng the total surface area permitted by section 8.645 ~4 ~, but <br />shall not be included in computing the area permitted by section <br />8.fi5O~c~. <br />~g~ Billboards may be single-faced, double faced or v-~shaped <br />structures, except that each face i n one di recd an shall be <br />counted as a separate billboard. Surface area of back-to-back <br />billboards shall be computed at 50 percent of the actual surface <br />area of each face and v-shaped structures at 75 percent of the <br />actual surface area of each face. <br />~ h ~ An individual 1 of with less than 140 1 i Heal feet of hi gh- <br />way frontage and which therefore would not accomodate a standard <br />outdoor advertising sign, may nonetheless have one billboard with <br />300 square feet maximum surface area, provided such lot has no <br />Ordinance - 20 <br />
