Sign Code variance Procedures 8.803 Sign Code Variance Procedure. Population densities, street 1 ocati ons or traf f i c conditions i n the immediate vicinity. ~ c } An economic hardship i s one which results from an i ndi - vidual inability to fairly and reasonably amortize the value of a nonconforming sign within the period of time prescribed by the sign code.
