the administrative authority deems i t proper that the connection <br />be made, he shall grant permission, and the sewer connection <br />shat ~ be made and i nstal ~ ed under the direction of the <br />administrative authority and in no other manner. <br />Section 6. The City Recorder i s hereby authorized, upon first receiving <br />the concurrence of the City Attorney's Office, to administratively correct <br />any references contained elsewhere in the Eugene Code, 1971 to sections that <br />have been amended, repealed, or renumbered in this Ordinance. <br />Section 7. That the matters contained herein concern the public health, <br />welfare and safety, and therefore, an emergency is hereby declared to exist, <br />and the provisions herein which are not subject to the limitations imposed <br />by Sections 37 and 38 of the Eugene Charter of 1976 shall become effective <br />immediately upon the passage of this Ordinance by the Council and approval <br />by the Mayor.
