ORDINANCE No . <br />AN ORDINANCE AMENDING THE NUCLEAR FREE EUGENE <br />ACT; REPEALING ORDINANCE NO. .~94~~ AND <br />DECLARING AN EMERGENCY. <br />The City Cauncit of the City of Eugene finds as follows: <br />1. On November 4, 1986 the electors of the City of Eugene <br />passed an ordinance entitled the "Nuclear Free Eugene Act." <br />Z. Section 5~1} of that ordinance, as amended on November <br />l~, 1986 by ordinance No. 19426, requires the City Council to <br />appoint a temporary Eugene Nuclear Free Zane Board within one <br />hundred twenty ~120~ days of the enactment of the ordinance, <br />3, on January 14, 198 the City Council created a Temporary <br />Nuclear Fr. ee Zane Task Force to advise the C ity on implementing <br />that ordinance and to study legal, practical and economic issues <br />raised by that ordinance. <br />4. Additional tame is needed for the Task Force to study <br />the effects and implementation of that ordinance and to prepare a <br />r. eport and for the City Council to act on the recommendations of <br />the Task Force. <br />NOWT THEREFORE, <br />THE CITY GF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. Sect ion 5 ~ 1 ~ of the Nuclear Free Eugene Act is <br />amended to read and provide as follows: <br />The people of Eugene shall biennially elect a ~ person <br />Eugene Nuclear Free Zone Board thereinafter referred to as <br />the Boards to oversee adherence to this Act. The elections <br />sha11 occur on the f first Tuesday after the f first Monday in <br />November of every even-numbered year. After considering the <br />report of the Temporary Nuclear Free Zone Task Force, the <br />City Counca.l shall specify a date for appointing a temporary <br />Board to serve until the next indicated election time. <br />Section 2. Ordinance No. 19426, passed by the Council and <br />approved y the Mayor on November 17, 1986, is repealed. <br />Section 3. Because of the .impending deadline far appoint- <br />ments, and the need to a11ow the Temporary Task Force sufficient <br />time to complete its study and report and the Council to act on <br />the Task Force's recommendations, an emergency exists, and this <br />Ordinance shall take effect immediately upon its adoption by the <br />Ordinance - 1 <br />
