Tilby EPD-ADM 2/3/2009 Pri 3 No No Neutral <br />Comments: <br />**Recommend review of this bill by IGR Committee** <br />This bill, sponsored by Senators Walker and Prozanski among others, is directed at <br />regulating so-called "puppy mills." Although we are taking a "neutral" position from a <br />police standpoint, we recommend that the IGR Committee look at the bill from a broader <br />public policy perspective to determine whether they might like the City to take a position <br />of support for the bill. <br />Only Section 1 of the bill deals with a criminal offense and, as such, this is the area of the <br />bill which would affect EPD. Since this is not a problem we encounter frequently in the <br />city, we are not recommending active lobbying of the bill from this perspective. <br />However, the remainder of the 6-page bill contains requirements for "pet dealers" and <br />protections for consumers who buy animals which have significant medical issues. This figure is crucial to understanding the impact to local <br />development. The City supports tax credits related to sustainable development (IV.A. <br />Sustainable Development), yet this bill proposes to set a limit to the BETC to support a <br />balanced budget at the state level.
