SB 192 would establish a new 15 year partial exemption from property taxes for <br />properties for which historic preservation plans have been submitted to and approved by <br />the state. Participating residential property would be taxed on 60% of assessed value, <br />and commercial property would be taxed on 50% of assessed value, for 15 years, after <br />which the exemption could be renewed. The state would not reimburse local jurisdictions <br />for lost property tax revenue. It is unknown how many properties would qualify for the <br />exemption, so financial impact on the City of Eugene cannot be accurately estimated. <br />Curently within Eugene about $2.3 billion in otherwise taxable property value is exempted <br />under the dozens of kinds of property tax exemptions in state statutes. This would <br />produce about $15.8 million revenue for the City's General Fund if it were not exempt <br />property. It would increase the fines involved, and <br />prescribe a suspension of the person's driver's license for repeated convictions. We <br />believe that these increased sanctions will potentially deter individuals from providing <br />alcohol to minors and, if they choose to do so anyway, will provide a more appropriate <br />12 <br /> <br />
