The measure would impose a state <br />tax assessment (rate currently left blank) on net revenue (excluding charity care costs <br />and bad debt)of a wide range of health care providers. This tax on health care would <br />increase already high health care costs. <br />The intent of the measure is to fund the Oregon Health Plan. But this measure's proposal <br />to increase the cost of health care is counterproductive. Health care coverage provided <br />by employers would likely be diminished, because organizations providing good health <br />care benefits to employees would pay a greater share of the tax assessment than <br />organizations providing fewer or no health care benefits.
