A1 Monitor Comments: HB 2186 would likely have a negative financial impact on the City of Eugene, but I am not able to estimate the impact. It will likely cause fleet and facility costs to increase. The City's Legislative Priorities clearly support state efforts addressing reduction of greenhouse gasses, but this ought to be balanced against the City's financial limitations. I recommend monitoring this measure to allow the City's representatives to participate in the discussion and help ensure that the rules that would be developed under the bill take into account the fiscal condition of local governments while moving the state towards the reduction of greenhouse gas emissions.
