C12 Support <br />Comments: <br />This bill joins HB 2421 and HB 2423 in increasing penalities, requiring more control at the <br />dealer level and increasing support for record keeping and law enforcement efforts. <br />This bill like the others, requires payment be mailed to a fixed address, a period of time <br />after the metal is delivered. It does not include robust record keeping and verification <br />contained in other bills. <br />This bill has provisions that should help reduce some theft, but the house bills are <br />stronger and more comprehensive than this bill and should be more strongly supported. <br />ContactRespondentDept Updated Priority Policy Poli Numb Recommendation <br />E. While this bill attempts involve recyclers in the growing metal theft problem, it <br />does not address the illegal possession of metal by individual sellers. Currently there are <br />very few tools a patrol officer has when coming upon someone with a bicycle trailer <br />loaded with wire. Bills that require a form of registration or proof of where the metal <br />originated from would have a greater impact. C12 Support <br />Comments: <br />This bill contains a piece of the solution to the metal theft problem; however, it is not a <br />comprehensive legislative solution.
