<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Action: Appointment to Civilian Review Board <br /> <br /> <br />Meeting Date: February 23, 2009 Agenda Item Number: 4 <br />Department: Office of Police Auditor Staff Contact: Dawn Reynolds <br />www.eugene-or.gov Contact Telephone Number: 682-5016 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This item is to appoint a member of the Civilian Review Board to serve the unexpired term of Munir <br />Katul. <br /> <br /> <br />BACKGROUND <br /> <br />Munir Katul, Civilian Review Board Member, submitted his resignation, effective January 31, 2009, <br />citing health reasons. Recruitment for a replacement began in early January, with a press release being <br />distributed on January 7, 2009. The closing date for applications to fill Dr. Katul’s position was January <br />30, 2009. Twenty-one applications were received. Of these, two did not reside within the Eugene City <br />limits. <br /> <br />Mayor Piercy and Interim Police Auditor met and determined the makeup of the community panel to <br />review the applications and recommend qualified candidates for the council’s consideration, per section <br />2.242 (1)(c) of Ordinance #20374. The members of this panel, also known as the screening committee, <br />were John Brown, (business owner) Rick Brissendon (current CRB member) Sergeant Doug Mozan <br />(EPD Internal Affairs Investigator) Howard Bonnett (Sustainability Committee Member) Ilisa Rooke- <br />Ley (Lane County Public Defender’s Office) and Linda Hamilton (Human Right Commission). <br /> <br />On February 4, 2009, the screening committee met to review the applications. They unanimously <br />selected two candidates to recommend to the council for appointment. All of the applications, some of <br />which are very strong, are being forwarded for the council’s consideration, along with the screening <br />committee’s final tally. On February 17, 2009, four candidates were interviewed by the council. <br /> <br />Dr. Katul’s term would have ended on October 31, 2010, and his replacement will be appointed to serve <br />until that time. <br /> <br /> <br />RELATED CITY POLICIES <br />The Civilian Review Board serves as an advisory body to the City Council and the Police Auditor.
