The City Council o~ the City of Eugene finds that: The City Council has authority under. provisions of the City Charter and applicable state law to institute proceedings in eminent domai n far the acquisition by condemnation of private property for public purposes, inc luding the widening of city streets. The City of Eugene is in the process of improving City streets and widening intersections in order to facilitate the safe and e f f is lent movement of traffic . The volume of traffic using ~fiillakenzie Road from Coburg Road east 170o feet creates a traffic hazard endangering persons and property, and it .is necessary to improve the flow of traffic thereon by widening ~illakenz ie Road. The proposed .improvements are in compliance with and in furtherance of the plans and specifications prepared by the City Engineer in accordance with provisions of Chapter 7 of the Eugene Code, 1971 and applicable policies of the City of Eugene, The costs of delaying the project, the savings from effi- cient construction management techniques, and the need to f aci- 1 itate the saf e and efficient movement of traffic requires the City to act promptly to acquire the necessary property interests for this project.
