the Capital Improvement Budget for at least the next five fiscal years and <br />shall during that time and thereafter be paid from the following sources in <br />s <br />the following priorities: <br />Ea} Any profit from airport operations not otherwise pledged <br />for payment of airport-related revenue bonds; <br />fib} Any new airport-related revenues not otherwise pledged <br />for payment of airport-related revenue bonds; <br />~c} Any funds available in the General Fund working Capital <br />Account because of reduced growth; <br />~d} Funds made available by reallocation of resources in the <br />Capital Improvement Budget; and <br />fie} Additional real property ad valorem property tax levies <br />authorized by the General Obligation Bond measure. <br />Section 3.
