r~ <br />ORDINANCE N0. ~!~~D <br />AN ORDINANCE EFFECTING AMENDMENTS TO THE WHITEAKER <br />REFINEMENT PLAN; REPEALING RESOLUTION N0. 2$99y AND <br />DECLARING AN EMERGENCY. <br />The City Counci] of the City of Eugene finds that: <br />1. The Whiteaker Refinement Plan was adopted by the Cit Council b .. <br />Resolution Na. 2899 in M y y <br />ay , 1918 . <br />2. On January 8, 1987, a letter was received from Ronald A. Walro a <br />behalf of Chef Francisco re uestin n n <br />q g a amendment to the Whiteaker Refine- <br />ment Plan. The Planning Department contacted the Chair of the Whiteaker <br />Community Council regarding the requested amendment and referred the <br />to the Plannin Commi matter <br />g ss~on. <br />3. The Planning Commission agreed to the canoe t of allowin riv <br />initiated amendme ~ p g p ateiy <br />nts to refinement plans on January 19, 1981 and, in li ht <br />of the urgency of Chef Francisco's re e " g <br />qu st for a plan amendment, directed <br />staff to begin processing the proposal. <br />4. On January 26, 19$7, Chef Francisco submitted a detailed state <br />ment <br />in connection with the requested amendment to the Whiteaker Refi <br />Written notice of nement Plan. <br />the proposed amendment was mailed to the Whiteaker Nei h- <br />borhood Graup, owners and occu ants of t ~ g <br />p he subject properties, and those <br />w~th~n a 40o-foot radius an February Z, 19$7. <br />5. The Eugene Planning Commission conducted a ubiic hearin <br />ro osed amend p g on the <br />p p ment on March 3, 1981. On March 3a, 19$7, the Eugene Plannin Commission recommen <br />the Cit Count' g ded to <br />y ~i approval of Chef Francisco's requested amendment to the <br />Whiteaker Refinement Pi an. The Commission also recommended t <br />Council th o the C~ ty <br />at text be added to the MU Mixed Use area descri tion vn a e Zo <br />of the Whiteaker Refinement p p g <br />Plan. <br />7. The Eugene City Council held a public hearin an the <br />Whiteaker RefTn 9 proposed <br />ement Plan amendment an April 13, 19$7, and considered the <br />recommendations from the Planning Commission and members of the ' <br />wished to be pubiTC who <br />heard. <br />8. The proposed amendments are consistent with the Eu e - ' <br />Metro oiitan Ar g ne Spr~ngf~eld <br />p ea General Plan and the unamended portions of the Whiteaker <br />Ref 1 nement P1 an . <br />9.
