NOW, THEREFORE, <br />THE CITY DF EUGENE DaES ORDAIN A5 FOLLDwS: <br />Section I. Based upon the above findings, Which are hereby adapted, <br />the Eugene~Springfield Public Facilities Plan, attached as Exhibit A, and <br />incorporating the changes attached as Exhibit B, is adopted. <br />Section 2. If any section, subsection, sentence, clause, phrase, or <br />portion of this Ordinance is far any reason held invalid or unconstitutional <br />by a court of competent jurisdiction, such portion shall be deemed a separate, <br />distinct, and independent provision, and such holding shall not affect the <br />validity of the remaining portions thereof. <br />Section 3.
