By actual measurement of the sewage discharged the cyst of measurement shall be borne by the sewer user}, or z. By an estimate based on: a. The sanitary sewer users average monthly water consumption during the previous December through April period; or b. If no water consumption figures are available for at least three full months during the period stated in ~c}z.a. above: i. For residential sanitary sewer users the average monthly water consumption shall be based on the water consumption of other similar sanitary sewer users, and, ii.
