Torrey called the meeting to order. <br /> <br /> <br />1.PUBLIC FORUM <br /> <br />Lynda Duffy <br />, representing Blues for HUES Program, said the program was assisting families all <br />over Lane County, adding that the program was not constrained by the EWEB low-income energy <br />assistance program. She said there were fund-raising events scheduled for March 22 at the Wild <br />Duck and on March 28 at the Eugene Hilton. She urged the council to support the program and <br />attend the events. <br /> <br />th <br />Paul Biondi <br />, 615 38 Place, Florence, Oregon, spoke in favor of the HUES Program. He noted <br />that the events would be good fun but stressed the seriousness of the purpose of the events <br />which was to help people who were unable to secure low-income energy assistance. <br /> <br />th <br />Paul Conte <br />, 1461 West 10 Avenue, criticized the report on social service analysis done by the <br />City of Eugene. He said he had been member of the ad hoc social service siting task force. He <br />said the council had directed the group to analyze social service impacts and make a <br />recommendation on how to address those impacts. He pointed out that the staff report on the <br />groups work contained no basic data on the number of locations of social services in the city of <br />= <br />Eugene, no analysis of the scope of their impacts, and no recommendation beyond developing a <br />model code of conduct. He stressed that the lack of data did not reflect the level of interest <br />shown by citizens involved in the process and surmised that the lack of data was due to an <br />attempt to lower the costs of staff work. That type of data, he observed, was fairly <br />A <br />straightforward. Mr. Conte suggested reviewing some well-publicized cases and applying <br />@ <br />common sense. He cited the CODA Methadone Clinic and the Food For Lane County dinner <br />service. He noted that both agencies had problems managing anti-social behavior by some of <br />their clients, which had negative impacts on nearby residents and businesses. He noted that <br />neither agency had consulted with neighbors before the service was sited to determine whether <br />the location was appropriate.
