<br /> <br /> <br />C.WORK SESSION: Parks and Open Space Programs <br /> <br /> <br />Andrea Riner of the Citys Parks and Open Space Planning Division was present for the item. She <br />= <br />introduced Steve Gordon of the Lane Council of Governments. Ms. Riner provided a PowerPoint <br />presentation on the regional Rivers to Ridges Project. She noted that partners in the project were <br />the City of Eugene, the City of Springfield, Willamalane Parks and Recreation District, and Lane <br />County. <br /> <br />Ms. Riner solicited the councils endorsement of the working vision for the project. <br />= <br /> <br />é <br />Mr. Pap, seconded by Ms. Nathanson, moved to endorse the Rivers to <br />Ridges Vision for regional parks, recreation, and open space. <br /> <br />Mayor Torrey solicited council questions and comments. <br /> <br />Responding to a question from Ms. Nathanson regarding the participation of smaller communities <br />in the study, Mr. Gordon said that the two cities and the parks district provided funding for their <br />portions of the costs of the project. Lane County funded Phase I but not Phase II, and staff was <br />working with the County to secure that money. If successful, staff would go to the city councils of <br />all the surrounding communities and seek their endorsement of the project. <br /> <br />Mr. Kelly said that the project represented an economic development strategy as well as a quality <br />of life strategy. He said that the process was being done the right way in that it involved the <br />cooperation of multiple jurisdictions, took a regional approach, and looked at the long-term. He <br />thanked Ms. Riner and Mr. Gordon for their work. <br /> <br />Mr. Poling asked if the smaller communities wanted to participate in the project, and how much of <br />their jurisdiction would be involved. Mr. Gordon said that while the smaller communities had not <br />provided funding, their managers indicated support for taking the project to their communitys <br />= <br />urban growth boundary as long as did not impinge inside their boundary. Mr. Poling determined <br />from Mr. Gordon that acquisition or annexation of land outside the urban growth boundary would <br />not be required. Mr. Gordon said that the project was not a land use plan, and all acquisitions <br />were voluntary. Mr. Poling asked who would maintain the parks, trails, and open spaces <br />developed as a result of the project, and where the money would come from. Mr. Gordon <br />anticipated that the jurisdictions would take responsibility for facilities within their boundaries and <br />would cooperate in maintenance partnerships similar to those formed in association with the West <br />Eugene Wetlands Plan. <br /> <br />é <br />Mr. Pap thanked Ms. Riner and Mr. Gordon and said he hoped Mr. Gordon would stay involved <br />é <br />after his retirement. Mr. Pap asked what staff learned from the project. Ms. Riner said that staff <br />had learned that the Citys vision regarding the ridgeline trail was actually a regional vision that <br />= <br />blended well with other jurisdictions efforts. Eugene had a piece of a larger regional system.
