ORDINANCE NO. 19491 <br />AN ORDINANCE CONCERNING METRO PLAN AMENDMENTS; AND <br />AMENDING SECTION 9.I36 OF THE EUGENE CODE, 1911. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLO4~S: <br />Section 1. Section 9.136 of the Eugene Code, 1971 is amended by adding <br />a new subparagraph 4. to paragraph ~c~ thereof, to read and provide: <br />9,136 Metro Plan - Decision Criteria. In order to enact a Plan amendment, <br />adoption by all three governing bodies of an identical version of <br />the proposed Plan amendment will be necessary. A decision on a proposed plan <br />amendment shall include written findings of fact and conclusions of law and <br />be based on the following criteria: <br />~a} The Plan amendment is consistent with applicable State- <br />wi de Pl ann ~ ng Goals ; and <br />~b~ The Plan amendment is consistent with the fundamental <br />principles and applicable policies of the Metro Plan; and <br />~c~ The Plan amendment is found to address one ar more of <br />the fallowing: <br />1. An error in the publication of the Plan; or <br />2, Circumstances have changed in a substantial runner <br />that was not anticipated in the Plan; or <br />3. Incorporti an into .the Plan, fol 1 owi ng acknowl edg- <br />ment, of newly inventoried material which relates to a State- <br />wide Gaal; or <br />4.
