The Plan amendment is consistent with applicable Statewide Planning Goals. <br />The Statewide Planning Goals which are applicable to this request are: #3, <br />Agri cut tural Lands; #~, Air, Water and Land Resources Quality; #11, Publ i c <br />Foci 1 i ti es and Services; and #~4, Urbani Kati on . Findings have been prepared by <br />the applicant showing that the request conforms to these goals, The <br />applicant's findings are accurate and are hereby made a part of these findings <br />by reference, <br />2. The Plan amendment is consistent with the fundamental principles and <br />applicable policies of the Metro Pian. <br />The amendment i s consistent with the fundamental p~ri nci pl es and appl i cabl e <br />policies of the Metro Pl an. Extending water service to this foci l i ty would be <br />compatible with other P1 an pal i ci es that 1 i mi t the provision of urban services <br />outside the urban growth boundary. The sludge disposal site i s a foci l i ty <br />which helps provide a key urban service~~sanitary sewer treatments to the <br />metropolitan area. Because of its nature, it is best situated outside the <br />urban growth boundary, <br />Approval of this request would not create a precedent for other urban service <br />extensions beyond the urban growth boundary, as the proposed Plan text <br />additions clearly state that the sludge di spasm site helps provi de a key <br />urban service ~ sani tary sewage treatments . It wain d not be passible to approve <br />other service extension requests using this language, unless they were <br />associated with urban foci 1 i ti es, such as the ai rpart, which are also located <br />outside the urban growth boundary. <br />3, The Pian amendment is found to address one or mare of the fallowing: <br />~a~ An error in the publication of the Pian; or <br />~b~ Circumstances have changed in a substantial manner that was not <br />anticipated in the Pian; ar <br />(c~ incorporation into the Plan, following acknowledgement, of newly- <br />inventoried material which relates to a Statewide Planning Goal; or <br />~d) A change in public policy, <br />Item 3~b~ is addressed by this request. It was originally assumed that the <br />sludge management site could economically obtain water from an on~site well, <br />Additional research has proven this assumption incorrect, due to the need far <br />chlorination. Since the site assists in providing a key urban service, this <br />change in circumstances supports a corresponding addition to the Plan text <br />permitting the extension of water service, <br />p 1 j cmwmc <br />
