ORDINANCE NO. I Q S rJO <br />AN QRDINANCE CONCERNING THE CITY QF <br />SPRINGFIELD EAST MAIN REFINEMENT PLAN AND <br />AMENDING THE EUGENE-SPRINGFIELD METRQPaLITAN <br />AREA GENERAL PLAN. <br />The City Council of the City of Eugene finds as follows: <br />1. The Eugene Planning Commission held a public meeting on <br />a series of Metro Plan Diagram amendments related to the City of <br />Springfield's East Main Refinement Plan on April 4, 1988, and <br />recommended their adoption tv the City Council. <br />2. Cn ,April ,4, 1988 the Springfield City Council adopted <br />the East Main Refinement Plan and related amendments to the <br />Eugene-Springfield Metropolitan Area General Plan. <br />3. A public hearing on these proposed .Metro Plan <br />amendments was held by the Eugene City Council on April Z5, 1988. <br />4. Findings in support of the adoption of the Metro Plan <br />Diagram amendments are set forth in the staff notes and the East <br />Main Refinement Plan adopted by the Springfield City Council. <br />5. Based on the above record and findings, the City <br />Council concludes that the Metropolitan Area General Plan Diagram <br />amendments set forth below are consistent with the Statewide <br />Goals, with the unamended portion of the Eugene-Springfield <br />Metropolitan Area General Plan, reflect changes in policy as <br />indicated in the East Main Refinement Plan, and should be <br />approved. <br />NaW, THEREFORE, <br />THE CITY of EUGENE DGES aR~DAIN AS FQLLOWS: <br />Section 1. The findings set forth above are adopted, <br />together with the findings set forth in Attachment B, which are <br />incorporated herein. <br />Section 2.
