ATT,~Cr-~MENT B <br />FINDINGS: METRb PLAN DIAGRAM AMENDMENT CONSISTENCY WITH STATE- <br />WIDE PLANNING GGALS AND GUIDELINES, METR~3PCLITAN AREA <br />GENERAL PLAN TEXT AND EAST MAIN REFINEMENT PLAN TEXT <br />STATE~TDE GUALS <br />The following Statewide Goals are applicable to the ,East Main area Metropolitan <br />Area General Plan diagram amendments, <br />Go,aI I~ Citizen Involvement <br />Gflal I is intended to insure that citizens are involved in aII stages of the <br />planning process. It directs planning bodies to: provide uformation to the <br />publ~"c, involve citizens in a.~ stages of the planning process at a level apps-~ <br />priate to the scale of the effort, route proposals through the vfficinl "citizen <br />advisory committee" the Planning Commission in Springfield's case, made the <br />technical information available and understandable, ensure that two way cvmmun- <br />icativn occurs between the citizen and planning agenciesf and ensure that police <br />makers respond to the citizens with the reasons far. their decisions. <br />~ r~rn r~rr <br />1~ In July of 1587 the East Main Refinement Plan Advisory Team, com- <br />posed of area residents, Parlr agency representatives, local industry repre-~ <br />sentatives, and Planning Cammissionei~s was farmed tv deveIop a dram <br />refinement plan for the area. <br />2~ Over 3,Od4 letters were sent out in Tate June 1987, notifying sIl prop- <br />erty owners and residents that work was beginning on the East Nrain Refin- <br />ement Plan and describing the process ~vhich would fallow, On February 8, <br />1588, notice was sent to all affected property owners informing them of the <br />two neighborhood meetings on February 16 & I8, the Planning Commission <br />public hearing on March 9, and the City Council public hearing on March <br />21. The letter contained the proposed Plan Diagram and information on <br />where recipients could ob fain a draf t copy of the Refinement Plan. In <br />addition letters were sent to all properties which were rezoned as a result <br />of the East Main Refinement Plan" <br />3} Approximately 35 people attended the neighborhood meetings in Feb- <br />ruary <br />~} Legal notice was printed in the Springfield News. an March Z, 1983, <br />for the first Planning Commission public hearing. . <br />5~ At least Z feature articles and one editorial were printed in the local <br />papers discussing the East Main Refinement Plant <br />
