8.3 . Proof of Consent , The proof of the giving <br />of any consent required by Section 8.2 and of the ownership of <br />Bonds for the purpose of giving consents shall be made in <br />accordance with the provisions of Section 9,5 hereof, and it <br />shall not be necessary that the consents of the owners of the <br />Bonds approve the particular form of wording of the proposed <br />amendment or supplement or of the Supplemental ordinance <br />affecting such amendment or supplement, but it shall be <br />sufficient if such consent approve the substance of the proposed <br />amendment or supplement. <br />8,4, Publication, After the owners of the <br />required percentage of Bonds shall have filed their consents to <br />the amending or supplementing hereof pursuant to paragraph ~b}, <br />the City shall publish at least once a notice of such amending or <br />supplementing hereof, in an issue of a newspaper of general <br />circulation in Eugene, oregon and in an issue of The Da~il~ Band <br />Buyer, which is published in the city and State of New York, or <br />in lieu of such publication in The Daily Bond Buyer, in one issue <br />of some other newspaper of general circulation specializing in <br />financial matters published In the City and State of New York, <br />and shall mail a copy of such notice, postage prepaid to each <br />registered owner of Bonds then outstanding, at the owner's <br />address as it appears in the Band Register. Failure to mail <br />copies of said notice to any of said owners shall not affect the <br />validity of the Supplemental Ordinance effecting such amendments <br />or supplements or the consents thereto. <br />8.5. No Other Notices, .Nothing contained in any <br />paragraph of this section shall be construed as requiring the <br />giving of notice of any amending or supplementing of this <br />ordinance authorized by Section 8,1 hereof, <br />8,6. Proof. A record, consisting of the papers <br />required by this parag ar ph, shall be proof of the matters therein <br />stated until the contrary is proved. <br />8.7, Effective Date of Amendment. U on the <br />P <br />adoption pursuant to this section and of applicable law of any <br />Supplemental ordinance amending or supplementing the provisions <br />of this Ordinance including any Series ordinance authorizing the <br />a.ssuance of Bonds} and the delivery thereof to the Trustee, <br />together with an opinion of counsel to the City that such <br />Supplemental ordinance is in due form, has been duly adopted in <br />accordance with the provisions hereof and applicable law and the <br />provisions thereof are valid and binding upon the City upon <br />which opinion the Trustee shall be fully protected in relying}, <br />or upon such later date after delivery of such Supplemental <br />ordinance and opinion to the Trustee as may be specified in such <br />Supplemental ordinance, this ordinance and the Bonds shall be <br />modified and amended in accordance with such Supplemental <br />Ordinance, and the respective rights, limitations of rights, <br />Page 53 - ordinance <br />
