13. MISCELLANEOUS <br />13.1. No Personal Liability. No Councilperson of <br />the City and no officer, director or employee thereof shall be <br />individually or personally liable for the payment of the <br />principal of or interest or premium on the Bonds; but nothing <br />herein contained shall relieve any such Councilperson, officer, <br />director or employee from the performance of any duty provided or <br />required by law, including this ordinance. <br />13.2. Limitation of Rights. With the exception of <br />-- <br />rights or benefits herein expressly conferred, nothing expressed <br />or mentioned in or to be implied from this Ordinance or the Bonds <br />is intended or shall be construed to give tv any person other <br />than the City, the Trustee, BIG and the Owners of the Bonds, any <br />legal or equitable right, remedy ar claim under or in respect to <br />this Ordinance or any covenants, conditions and provisions herein <br />contained; this Ordinance and all of the covenants, conditions <br />and provisions hereof being intended to be and being for the sole <br />and exclusive benefit of the City, the Trustee, BIG and the <br />owners of the Bonds as herein provided. <br />.13.3. Governing Law. This ordinance shall be <br />construed and enforced in accordance with the Constitution and <br />laws of the State of Oregon. <br />13.4. Severability. If any provisions of this <br />ordinance shall be held o~r deemed to be or shall, in fact, be <br />inoperative or unenforceable as applied in any particular case in <br />any jurisdiction or jurisdictions or in all jurisdictions, or- in <br />all cases because it conflicts with any provision or provisions <br />hereof or any constitution or statute or rule of public policy, <br />or for any other reason, such circumstances shall not have the <br />effect of rendering the prevision in question inoperative or <br />unenforceable in any other case or circumstance, ar of rendering <br />any other provision or provisions herein contained invalid, <br />inoperative, or unenforceable to any extent whatsoever. The <br />invalidity of any one or more phrases, sentences, clauses, <br />paragraphs or sections in this Ordinance shall not affect the <br />remaining portions of this Ordinance or any part thereof. <br />Section 13.5. Notices. It shall be sufficient service <br />of any notice, request, complaint, demand or other paper, if the <br />same shall be duly mailed by registered or certified mail: <br />~a~ on the City, if addressed to the City of Eugene, <br />86~ West Park, Suite 300, Eugene, Oregon 974Q1, Attention: <br />City Manager, or to such address as the City may from time to <br />time file with the Trustee; and <br />~b~ on the Trustee, if addressed~to the Trustee at <br />First Interstate Bank of oregon, N.A., P.O.
