EX~lIBIT "A" <br />FINDINGS AND RECOMMENDATIONS <br />PAVING, SANITARY AND STORM SEWERS TO SERVE KINGS WEST IT <br />SUBDIVISION AND VICINITY tJOB #2282) (CONTRACT #$7-06) <br />Background <br />This project was initiated by a petition from the developer. <br />Based on the petition, the City Council initiated the project by <br />Resolution 4032 on March 11, 1987. Property owners were notified <br />of the pending award hearing and the project was advertised on <br />May 22, 1987 and bids were opened June 9, 1987. The low bid was <br />submitted by H & J Construction Company for an amount of <br />$109,200.54. <br />The project was awarded on June 22, 1987 and property owners were <br />notified of an assessment hearing 10 days prior to the hearing. <br />Pr_ oject <br />The project includes sanitary and storm sewers. <br />Under City of Eugene assessment policy, most of the costs are <br />assessed to the abutting property owners. The cost to be <br />assessed is shown below: <br />Storm Sewer $ 0.40/sq, ft. <br />The cost listed below is the Engineer's estimate and preliminary <br />cost quoted to property owners at the initiation hearing <br />following bid opening. <br />Storm Sewer $ 0.265/sq, ft. <br />Recommendation <br />Costs are comparable to those quoted at the initiation hearing, <br />Staff recommends appropriation of the assessment distribution. <br />A hearing regarding this project was scheduled for May 10, 1988, <br />at 7:00 P.M, at the McNutt Room. The Hearings Official received <br />a memorandum from Les Lyle, City Engineer, which set forth the <br />information provided above. No persons appeared at the hearing. <br />The Hearings Official recommends that the City Council approve <br />the levying of the assessments as set forth above, <br />~. <br />~~ <br />Jack A.
