FINDINGS AND RECOMMENDATIONS <br />PAVING, STORM SEWERS, SIDEWALKS AND STREET LIGHTS ON 4th <br />AVENUE FROM HIGH STREET TO FERRY STREET BRIDGE <br />(JOB #2277) (CONTRACT #87-14) <br />Background <br />This project was initiated by City Council Resolution No. 4029 on <br />March 9, 1986. The project was advertised on July 10, 198?, and <br />bids were opened on June 30, 1987. The low bid was submitted by <br />Wildish Corvallis Construction Company for $168,373.00. <br />The project was awarded on July 13, 1987, and property owners <br />were notified 10 days prior to the hearing. <br />Pr~ o~ect <br />The project includes paving, storm sewers, sidewalks and street <br />lights. <br />Assessment <br />Under City of Eugene assessment policy most of the costs are <br />assessed to the abutting property owners. The final costs~to be <br />assessed are shown below: <br />Paving $ 64.85/front foot <br />Sidewalks $ 14.25/front foot <br />Concrete Apron $ 3.99/square foot <br />The costs listed below are the Engineer's estimate and prelimi- <br />nary costs quoted to property owners at the initiation hearing <br />following bid opening. <br />Paving $ 64.56/front foot <br />Sidewalks $ 14.27/front foot <br />Concrete Apron $ 4.68/square foot <br />Recommendation <br />Casts are comparable to costs quoted at the initiation hearing, <br />Staff recommends approval of the assessment distribution. <br />A hearing regarding this project was scheduled for May 10, 1988, <br />at 7:00 P.M, at the McNutt Room. The Hearings Official received <br />a memorandum from Les Lyle, City Engineer, which set forth the <br />information provided above. No persons appeared at the hearing. <br />The Hearings Official recommends that the City Council approve <br />the levying of the assessments as set forth above. <br />Jack A.
